Area code 319 introduced as part of the original nationwide numbering plan

In 1947, area code 319 was assigned to the eastern part of Iowa as part of the first nationwide numbering plan. It originally stretched along the entire border with Wisconsin and Illinois.

Area code 563 was split from area code 319 in 2001, following debate over whether to implement the new code as a split or an overlay. The decision was made to use a geographic split due to public resistance to overlays at the time.

In March 2001, area code 563 was created from a geographic split of area code 319 to serve northeastern Iowa, including cities such as Davenport and Dubuque, due to number exhaustion in 319.

Area code 563 was created by splitting from area code 319, becoming active on March 25, 2001. The split served the east central and northeast corner of Iowa, including most of the Iowa side of the Quad Cities.

New dialing procedures for area code 319 became mandatory as of December 2001, following the geographic split that created area code 563.

Permissive 10-digit dialing begins for area code 319

On April 24, 2021, permissive 10-digit dialing began for area code 319 in preparation for the nationwide implementation of 988 as the 3-digit code for the National Suicide Prevention Lifeline. During this period, both 7-digit and 10-digit dialing were allowed.

Transition to 10-digit dialing for area code 319

On October 24, 2021, mandatory 10-digit dialing was implemented for area code 319 due to the nationwide designation of 988 as the 3-digit code for the National Suicide Prevention Lifeline. Seven-digit dialing was discontinued.
