The California Public Utilities Commission approved an all-services overlay for area code 714 with the new 657 area code on September 20, 2007. This decision was made to address the exhaustion of available numbers in the 714 region.

Permissive 1+10-digit dialing began on February 23, 2008, for the 714 and 657 area codes. During this period, callers could use either 7-digit or 1+10-digit dialing for local calls within the affected region.

Mandatory 1+10-digit dialing for 714/657

Mandatory 1+10-digit dialing began on August 23, 2008, for all calls within and between area codes 714 and 657. Seven-digit dialing was discontinued, and callers were required to use the full area code for all calls.
